Showdown between Lancaster Police and F & M Security?

According to the Sept. 12 Lancaster Post, despite having been given assurance in writing by Franklin & Marshall's law firm Barley Snyder that he was welcome to cover the John McCain event, News Editor and Co-Publisher Ron Harper was purposefully barred from attending by F & M's security force.

The Post quotes Lancaster City Police Chief Keith Sadler as saying "I can assure you that between now and the election when these candidates come back into town that I personally will be there to make certain that incidents like this do not happen again."

If the event is held on or within 500 yards of the F & M campus, there will be joint jurisdiction. So how does the matter get resolved?
